And the outlook may be particularly grim for low-skilled workers, who have already been hammered the hardest by our recent economic troubles.

“It is no secret that the employment picture for low-skilled workers is abysmal,” wrote former National Labor Relations Board member Peter Kirsanow in an op-ed last week. “The employment rate has been above 7.5 percent for more than four years and millions have dropped out of the workforce entirely.”
